Staff Pro+ is a product delivered through a group of companies.  HR and Payroll administration for DB Staff Pro is provided by PayGo Plus, LLC.  Certificate of Insurance processing and claims is provided by Syndicated Services, inc.  

The expense for employees is only charged as the client adds staff.   Clients may add employees as projects are started and remove them when the project is complete.
